Basic solid waste registration
Basic registration is required for:
In accordance with the Olmsted County Solid Waste Ordinance, you need to be registered if you collect and/or transport solid waste from one of the following categories:
1. You haul your own solid waste (self-hauler) from a commercial site, or
2. You provide collection and transportation services for construction debris and/or demolition debris in return for compensation (but does not include Mixed Municipal Solid Waste, Industrial Solid Waste, or Source-Separated Organic Materials), or
3. You provide collection and transportation services for recyclable materials from a Commercial Site (but does not include transportation of Recyclable Materials which have been prepared for sale as a commodity).
NOTE: Registration does not grant authority to engage in the business of providing collection and transportation services for mixed municipal solid waste and/or industrial solid waste.
Registration process (Free)
If you fall into one of the above categories, you will need to complete the following prior to performing such services:
1. Complete the Basic Solid Waste Registration form below.
2. Provide proof of vehicle insurance.
3. Submit the registration form and proof of vehicle insurance to:

4. Upon approval, you will be registered as required by the Solid Waste Ordinance. Registration is required annually.

A Commercial Solid Waste Hauler License is required for a commercial hauler to engage in the business of providing collection and transportation services for mixed municipal solid waste, industrial solid waste, construction debris, demolition debris, and/or infectious waste in Olmsted County. The County has limited the number of licenses issued which currently is at 8. Resources for OWEF Tipping Floor Access are available for licensed haulers including driver information for solid waste facilities, policies, and procedures.
