Diversity, Equity, and Community Outreach (DECO) team
The Diversity, Equity, and Community Outreach (DECO) team was established in 2020. The team works to develop diversity and equity strategies to help eliminate disparities for publicly delivered Community Corrections services, including pretrial and community outreach services.
Pretrial Services
The Pretrial Services team (under the DECO umbrella) make recommendations to the court when a client has been formally charged with a new offense and release considerations are being made. The team is committed to utilizing a validated assessment tool to provide alternatives to pretrial incarceration in order to maximize release, return to court, and public safety. The team works cooperatively with the Olmsted County District Court in making release recommendations that are assessed on an individual basis by keeping community safety in the forefront of all decisions.

Community Outreach
The Community Outreach team (under the DECO umbrella) is a collaborative effort within Olmsted County’s Health, Housing, and Human Services division, in partnership with the Rochester Police Department and Olmsted County Sheriff’s Office. Community Outreach specialists work to provide services that address public health concerns as it relates to mental health, poverty, and substance use freeing up room for law enforcement to focus on law enforcement matters.
Specialists have experience in working with marginalized communities and are versed with problem-solving and conflict resolution. Specialists focus on providing residents with resources to address their needs, making the appropriate referrals, and following up with our clients and their providers to ensure their needs were met and properly addressed.

- Crisis services provided for youth and adults.
- The are no costs associated with receiving services.
- Services are provided exclusively within Olmsted County.
- All services offered are voluntary.
Drug & Alcohol Response (DART) team
The Drug & Alcohol Response (DART) team was formed as an extension of the Diversity, Equity, and Community Outreach (DECO) team using opioid settlement funds allocated to Olmsted County and the City of Rochester.
The DART team uses proven methods to help individuals living with drug and/or alcohol addiction. They help people reduce barriers and find ongoing support to lower future risks.
The team was established with a focus on fairness, aiming to decrease obstacles for marginalized groups that might face extra challenges in accessing services.
