Media Release: Deceased Person Identified as Kimberly Ann Robinson
On Monday, December 26th at 4:24 P.M., Olmsted County Deputies were dispatched to a suspicious circumstance call, later recoded to a deceased person, in the area of River Bluffs Lane NW and West River Road in Cascade Township. The reporting party on this call had been walking their dog when the dog started pulling the caller towards an area in the snow of the east ditch of West River Road. As the caller got closer, they saw what they believed to be a person’s arm approximately 20-25 feet off the roadway on the embankment of the ditch. The caller then contacted Law Enforcement. Deputies arrived on the scene a short time later and confirmed there to be a deceased adult female in that location. Deputies established a perimeter around the area and additional Sheriff’s Office personnel were called to begin the investigation. Based on observations of the deceased, we immediately began working the case as a suspicious death investigation. There was an immediate review of open missing person cases that may help us in identification of the deceased, and none matched our victim’s description. No additional evidence was located at the scene.
OCSO requested the assistance of the Minnesota Bureau of Criminal Apprehension (BCA) who arrived on scene and coordinated scene processing. Sheriff’s Office investigators began using available investigative methods to determine the identity of the deceased. Based on our resources, we were able to make a positive identification of the victim as Kimberly Ann Robinson, 41 from the Eyota and Rochester area. The Southern Minnesota Regional Medical Examiner’s Office responded to the scene and took possession of Ms. Robinson to conduct an autopsy. Investigators from our office continued to work the case throughout the night, into the next morning and the day that followed. An autopsy was completed yesterday, Wednesday, December 28th. While we wait for final autopsy results, which as you know can take several weeks, we believe a firearm to be the ultimate cause of death for Ms. Robinson. We will not comment any further on that belief until the final autopsy results are received, as this investigation is ongoing.
Based on our findings, a person of interest was identified and we began working leads with all available information. Sheriff’s Office investigators were able to make contact with the suspect’s family and asked for their assistance in having him come in and meet with our investigators. To the credit of the family and the suspect, he was brought to the Law Enforcement Center last night by a family member and was taken in for questioning. At the conclusion of that session, the person of interest declined to give a statement and was placed under arrest. At the same time, Sheriff’s Office staff, with assistance from the Rochester Police Department, Violent Crime Enforcement Team, and Minnesota BCA, conducted (3) search warrants in the City of Rochester to look for additional evidence for the case.
The suspect in this case is identified as Mustafa Rahshad Bush, 39, from Rochester. Mr. Bush was booked into the Detention Center on suspicion of Murder in the 2nd degree. Specific charges will be determined and/or additional charges added as we continue to process evidence and conduct additional search warrants.
Last and certainly not least, our condolences go out to the family and friends of Ms. Robinson. Their loss should be on the forefront of all of our minds as we work to find answers as to yet another unnecessary and tragic loss of human life.
