Ordinances and information to be aware of if you are experiencing homelessness
Aggressive Panhandling:
Panhandling is protected speech and is protected by the constitution and allows for individuals to solicit funds, picket, and protest in a respectful manner. What is not permitted in Rochester is what the law says is aggressive panhandling. Aggressive panhandling is not allowed under a Rochester ordinance and looks like the following:
- Touching or making physical contact with another person
- Repeated requests after being told no
- Blocking the paths of others
- Following others
- Intimidating others
- Cursing or using other obscene gestures
- Making statements that may make others feel harassed or compelled to give money
- Within 15 feet of a bank, ATM, or outdoor dining areas
- Asking for money on public transportation
- Approaching moving cars
If you are asked more than once to stop any of the behaviors above, you may be at risk of a misdemeanor offense. Best to stop if warned one time by an officer and avoid the risk of any charges
Pedestrian Skyway System
- Skyway is open from 5:30 a.m. until midnight.
- Avoid blocking paths or walkways.
- Be mindful of noise from music players or radios. Keep at a reasonable volume.
- Clean up after yourself.
- Avoid verbal or physical altercations. This is a quick way to trespass or receive other criminal charges.
- Be sure to go outside to smoke or vape.
- Avoid damaging any parts of skyway.
