Rental Properties
The Olmsted County Housing and Rehabilitation Authority owns a number of rental properties. The properties have varying conditions of tenancy and serve a variety of housing needs in Olmsted County. Most are located in the City of Rochester; one is located in Stewartville and one in Byron. Descriptions and photographs of the properties can be found at the links on the left.
OCHRA Properties
The City of Rochester gave 17 properties (19 units) it purchased for the City's flood control project to the OCHRA in 1998. Since that time, four properties (5 units) have been sold.
These properties provide housing for low to moderate income households.
River's Edge
This is 39 rental unit apartment complex consisting of 8 one bedroom and 31 two bedroom units, located at 33 NW 13 Street, Rochester, MN, opened in January 2003. Funding sources include OCHRA Bonds backed by Olmsted County, Minnesota Housing Finance Agency (MHFA), Greater Minnesota Housing Fund (GMHF), First Homes, and a site donated by the City of Rochester. This is a mixed income project, with rents ranging from $615 - $925. This project is designed to serve members of the workforce.

Rolling Heights
Rolling Heights Apartments is located at 703 and 707 1st Ave NE, Byron, MN and contains 14 one bedroom and 2 two bedroom units designed for the elderly and/or disabled. It was constructed with funding provided by the Farmers Home Administration (FHA), now Rural Development. The project provides rental assistance to all qualifying households.
The OCHRA purchased and rehabilitated the property in 2005. Funding was provided by the Minnesota Housing Finance Agency (MHFA) and Rural Development.
This is the first property owned by the OCHRA outside the City of Rochester. The OCHRA is contracting management services from Bessler Apartment Management Company, 957 West Frontage Road, Byron, MN, 507-775-2109.
The Francis
The Francis, located at 17 SW 4 Street, was constructed as Hotel Francis in 1918 and was later known as the Candle Rose Inn. The OCHRA purchased the property in March 2005 and, after extensive rehabilitation, reopened it as The Francis in April 2007. The building provides permanent supportive housing to 17 homeless individuals. Support services are provided by Olmsted County Community Services.
