Burned Building Remnants
Disposal of the remains of burned buildings used as fire training burns must meet specific requirements before they can be allowed to be disposed of as construction and demolition material at the Kalmar Landfill. The requirements are provided below.
- Debris from burned buildings and structures will be directed to the Olmsted County Kalmar Landfill Municipal Solid Waste Disposal Area.
- Debris from Fire Department training burn buildings and structures will be allowed in the Kalmar Landfill Demolition Debris Disposal Area under the following requirements:

Asbestos

A fire department representative must certify in writing that the building was assessed by a Minnesota Department of Health (MDH) certified asbestos inspector and all asbestos was removed.

MDH Notification of Asbestos-Related Work form must be attached if asbestos was present.

Pre-Renovation/Demolition Environmental Checklist

The Checklist must be submitted to the County prior to disposal.

Demolition/Renovation Notification

A copy of the Minnesota Pollution Control Agency (MPCA) Notification of Intent to Perform Demolition form must be submitted to the County prior to disposal.

Fire Training Burn

Approved Minnesota Department of Natural Resources (DNR) Fire Training Burn application must be submitted to the County prior to disposal.

Live Fire Burn Training Requirements

Fire Department Training Burns must comply with DNR requirements

The training burns must be conducted using the methods detailed in the Structural Burn Training Procedures for the MN Technical College System procedure

The fire department shall complete and submit to the local DNR Forestry Office a minimum of 10 working days prior to the training burn.

A Training Burn must be a legitimate training exercise, not a situation when the fire department is merely standing by during a building demolition burn to avoid demolition costs.

If the remnants do not meet these criteria, they will need to be disposed of as Solid Waste and subject to fees.
